After answering all the questions, you should be able to pick up your Spy Phone. Congratulations! You are now a PSA agent.
Afterwards, log out and then back in. Click on the phone next to the map. You can now view the secret catalog, The F.I.S.H. It can be accessed on the bottom right corner.
From there, you can now access Secret Agent items! To buy the Night Vision Goggles, simply click on the agents glasses.
